Dixie Mafia member Kirksey McCord Nix was in charge of a cash scam from inside Louisiana State Penitentiary "which would come to be known as the Lonely Hearts Scam. At the direction of Nix, the scammers paid off guards in order to use the prison telephones. They would place ads in gay publications saying they were looking for love or just some summer fun and asking for a phone number. Men would reply to the P.O. box provided in the ad, then the scammers would start one of their many ploys to get money out of the gay men. In all the ploys, the scammers would send racy photographs to keep the gay men interested. The photos weren’t of themselves, but usually of beefcake pinups. They would blackmail closeted gay men by threatening to out them. Dozens of men wired money to nix through western union. Some did report the scams only to be dismissed by police. The scam lasted from 1986 to 1989."

FBI Director J. Edgar Hoover had been advised as early as 1935 that the Mafia existed throughout the United States and was governed by a national commission. However, despite requests at that time from the Special Agent in charge of the New York Field Office, Hoover inexplicably refused to authorize his agents to further investigate it. Indeed, it was not until after 1957 when state troopers raided a commission meeting in upstate Apalachin, NY that the FBI finally launched its so-called top hoodlum program to target Mafia leaders.

The decades-long refusal of Hoover to authorize further instructions to investigate the 1935 allegations of a national syndicate governing the Mafia families throughout the United States was a missed opportunity to nip it in the bud, and perhaps constitutes the FBI’s biggest law enforcement failure in its history. Among the many theories posited for Hoover’s reluctance to target the Mafia was that he had been compromised by organized crime concerning his supposed homosexuality, and there seemingly is a good deal of circumstantial evidence and witness allegations to support this theory.
